Parnassus Special Use Areas And Procedures
The Purpose of Special Use Areas
Special Use Areas are open spaces on campus designated for the use of student,
staff and faculty Registered Campus Organizations (RCOs), student governments
and campus departments for non-commercial activities such as the distribution
of information and fundraising.
In accordance with UC policy, all events must conform to applicable time, place and manner regulations (see University of California "Policies Applying to Campus Activities, Organizations, and Students").

Reservation Priorities
Should conflicts arise, reservations for Special Use Areas will be made according
to the following priorities:
- General campus need
- RCOs and Student Governments
- Campus departments
- Others
Types of Activities
A request for use of space may be denied if the nature of the proposed event
would be inappropriate for the space requested.
Responsibility of Sponsoring Organization
The sponsor of the event, as indicated on the reservation form, accepts full
responsibility for the event. This responsibility includes but is not limited
to fiscal responsibility for all charges and damages associated with the
event.
Alcoholic Beverages
A Request for Use of Alcoholic
Beverages Form, must be submitted for approval
at least 10 days prior to the event.
Amplified Sound
Reasonable levels of amplified sound are permitted in Saunders Court and
Millberry Union Plaza only, in accordance with campus time, place, and
manner regulations. Amplification may be used only between noon and 1 p.m.,
and between 5 p.m. and 7 p.m. In Saunders Court, audio speakers should,
ideally, face the Health Sciences West building. In Millberry Union Plaza,
audio speakers may not face patient care areas. Requests for exceptions
must be submitted to the Director of Student Life.
Fundraising
- Fundraising activities must comply with University of California and UCSF policies. Fundraising may not be conducted primarily for private business or personal profit.
- Fundraising activities in the Education Center 1st Floor-Blue Wall are limited to those noted above.
- Bake sales may occur in the Education Center 2nd Floor Alcove, HSW 3rd Floor Lobby, and Saunders Court only.
- Examples of appropriate fundraising activities which may occur in Saunders Court include: ticket sales, raffle sales, food sales, bake sales, RCO-produced products related to the purpose of the sponsoring organization.
Scheduling Regulation
- UC Systemwide policy specifically prohibits the sponsorship of commercial
vendors in Special Use Areas.
- All fundraising events must be scheduled
and staffed by members of the sponsoring organization.
a. No commercial items are to be sold. Items must relate to the purpose of the organization and/or be a hand-crafted result of the members' creative efforts.
b. Eligible organizations may conduct two fundraising events per quarter.
c. A maximum of three tables may be assigned each event.
d. A visible sign indicating sponsorship must be displayed at all times.
e. All proceeds must benefit the sponsoring organization.
f. By exception, Arts and Events and the Hospital Auxiliary may conduct limited commercial sales activities in Special Use Areas.
- UCSF administrative departments may use Special Use Areas for programmatic
outreach activities. Each administrative unit may only schedule one
activity per month for a maximum of one day each month.
- Information
distribution by off-campus organizations may be sponsored by a department
or Registered Campus Organization for a limit of two days per quarter.
Information must relate to the purpose or mission of the sponsoring department
or organization.
- Reservation of Special Use Areas or table/chair set-up
requests may be made no more than three months in advance and no less
than 10 business days prior to the event.
- Ticket sales will be limited
to one table per event.
- Easels advertising campus activities may be set
up for a maximum of five days.
- Violation of Special Use Area Policies may
result in suspension of use privileges.
